We discussed this at length on dev@community a few weeks back.  It's
an ASF issue rather than something which applies to Usergrid
specifically.

Usergrid might choose to strike the paragraph about drafting bylaws
from the proposed resolution, but they don't have to. Whether that
passage is in or out does not block graduation.  If this thread
becomes another battleground for the wider issue, Usergrid should feel
free to watch from a distance.
