It might be, except for the fact that we've had proposals going through
third parties, and then trying to understand how their proposal got
hijacked.

And if the proposer is being exclusory? One of the tasks we have here in
the Incubator is to correct such improper behavior.

My thought is to have the Champion (at last, a role for the Champion) vet
each and every name on the propose committer list, and justify them so that
we can vote on them when we vote on the project.

Well, Roy went the other way, and suggested that having even a handful of
independent people was sufficient, when one of the BEA projects was having
trouble with that as its last unmet criteria.
