Agreed. The list of initial committers can be morphed to a list of people
interested in being committers of the new project.
Else, if we really do want to say that when the Incubator PMC votes to
accept a project that it is accepting the list of initial committers, then
we would have to defer voting on the project until after the PMC decided on
each comitter, which means voting on the individuals before we vote on the
project.
