Ah, the line between law and jurisprudence.  To be specific:

  jurisprudence, n: the branch of philosophy concerned with the law and
  the principles that lead courts to make the decisions they do

The process says:

  - The PPMC elects Committers

which is a simple statement of process, but you're tacitly assuming
criteria.
