you see that requirement?  I don't see anything excluding the PPMC from
voting in all of the existing and active wicket committers.  Seems like a
reasonable criteria.

The problem is that this is not explicitly clear from the policy. All
the policy states, and the feeling people get from reading this list
is that 'Worthiness' needs to be proven before anyone can be part of
the project. This is what kept me and a lot of our committers away
from entering the incubator.

The policy doesn't instigate a feeling of trust with regards to the
current members of pre-podling projects.
