The draft seems to be using RFC 2119 (http://www.ietf.org/rfc/rfc2119.txt) terminology. If so, let's please reference the RFC early in the document so that readers can find the operation definitions (thus establishing common volcabulary).
Whoops. There is a line in there :
"Where capitalised, these terms are to be used as per the definitions found in RFC 2119 (Reference)."
So I think I was thinking (which is a lot of thinking) the same thing :>.
