I know, but fvwm should not drop features because the EWMH spec is crap. Apart from the normal uses of desks, the virtually unlimited number of desks allows some very nifty scripting in fvwm. E.g. the "show desktop" feature discussed recently that can be implemented by moving all windows on the current desk to (current desk -100) or something. I wouldn't want to loose this flexibility. With pages, you don't have this flexibility because the size of the root window is limited to 65536x65536 pixels (the coordinates are 16 bit values in the X protocol).
