Nothing seems to indicate the FreeDOS kernel or freecom know anything
about time zimes.

In fact, DOS doesn't care at all about time and time zones, it takes what ever is available through the BIOS. And if that BIOS is emulated through a virtual machine, as it seems to be the case by you using qemu, than your problem is with qemu or more likely, with your host OS...
