You have pretty much described the root of the problem.
The routing of video outputs is nowadays a function of the OS / 
assisted by software running in the OS. Be it the Windows desktop 
management, or the Linux X-server and some GUI configuration applet 
on top.

There is one thing I can suggest:
Cold-start the machine with VGA already attached.
The magic can happen during VGA option ROM initialization.
If the VGA option ROM notices the VGA port loaded (= signal sink 
attached), chances are that it will enable the output. And, it can 
either mirror the internal LVDS video port, or it can send output to 
the VGA *only* - I would expect that to happen if the notebook gets 
started with the lid closed, not sure if you can achieve that.
If you have a start button under the lid (on the keyboard or such), 
how much time do you have between pressing the button and getting a 
POST beep / VGA on? Perhaps you could make it by closing the lid 
swiftly enough...
