I'd much rather see the metadata moved outside the file archives, but that's a separate argument and in now way detracts from your proposed work. ;^)
I've given up trying to argue for a well-designed package file format. tar works well enough, I suppose. (Better than the oft-suggested 'zip' format. Ugh.)
