Indirect evidence points towards compn adding the block in both cases.
IMO it's utterly unacceptable that a random unelected person (not even a
part of GA at that) just unilaterally decides to usurp CC powers and
censor the ML.

CCing root - I request that ML moderator privileges are removed from
everyone who does not have a legitimate reason to have them (that is
server administrators and CC members). I further request that ONLY CC
members engage in actual moderation (besides approving mails from
non-subscribed people).

i added upcoming vote to mod as devs were getting personal about booths
and whatnot. as you've removed it, now we see the flames on the list.

You can't silently and unilaterally add a filter to stop a thread in its tracks. That is something that needs to go through the CC, and publicly announced. It speaks poorly of how you would perform as part of the CC if you think acting alone and making bad use of your ml admin privileges is ok.
