It's a bit odd of a rule, but I could see it making sense at least, in that only people who are allowed to run votes can actually do so. It's also been already removed now, which seems like the right decision to me, given we never had any such issues ever.
Yes i removed the rule and approved his email. The filter rule was added without previous notice and without the intervention of the CC, which is not ok at all.
