The only thing that can hold mails is if some kind of filter rule matches it, or the spam filter. Or if you accidentally send it from an address that's not subscribed.

As in this case, the mail got blocked because it matched a filter rule against "upcoming vote" in the subject. It's a bit odd of a rule, but I could see it making sense at least, in that only people who are allowed to run votes can actually do so. It's also been already removed now, which seems like the right decision to me, given we never had any such issues ever.

Yes i removed the rule and approved his email. The filter rule was added without previous notice and without the intervention of the CC, which is not ok at all.
