Have you installed the gimp?  Is there a $HOME/.gimp directory?  If
yes to both, is there a link in $HOME/.gimp/plugins/@xscanimage to
/usr/bin/xscanimage?  I believe that you need to create the symlink
manually.

What is the content of /etc/sane.d/hp.conf?
