I'm glad to see these mandates. Initially I think the challenge is for
manufactures to get high levels of production running. That seems to be
well in progress. Long term, it will probably be battery raw materials.
I hope the technology continues to evolve so that most of the materials
are easy to source or to obtain from the waste stream. And, of course,
better energy and weight density.
I can imagine, not too far off, that an EV will weigh about the same as
an ICE, have extremely rapid recharge, and long range.

I haven't seen anything in these stories that says CA or WA will refuse to
register new ICEVs bought outside the state and driven in. A clever dealer
could also ship in "used" (driven a couple hundred miles) ICEVs first sold
in other states.
Too bad there's no stomach in DC for a nationwide ICEV ban like the EU's:
