NZ$24k is US$15.6, and you can buy a pretty decent used production EV for 
that kind of money. 

In fact, probably not in NZ, but in some parts of Europe you can buy a brand 
new Dacia Spring EV for LESS than that, and get a 250km range.

Maybe she really likes old Honda Civics.
