So I went and read the original study.

The original study did not say that it costs more to fuel EVs.  It said that it 
CAN cost more to fuel EVs.
I.e. if all you do is use the most expensive public charging, then it can cost 
more for fuel than an ICE car that only uses the cheapest gas.


Granted the study itself was slanted against EVs
I.e. they took into account that some states charge higher taxes to register an 
EV, but ignored the fact that some states (Arizona at least) give discounts 
when registering "clean fuel" vehicles.
They counted "Deadhead" miles for EVs to find public chargering stations, but 
ignored deadhead miles for ICE's to find gas stations.
They accounted for "charging efficiency loss" but ignored ICE efficiency loss 
(MUCH higher losses)
They accounted for the time lost due to paying for a charging station, but 
ignore the time loss to pay for gas.
Even when charging at home, they present only the worst case costs.
Etc. etc. etc.
