They are not "filled with foam", they have a foam belt up against the
inside of the tread that's designed to make the tire quieter.  This is
common on EV tires because tire noise is one of the largest sources of
noise at highway speeds, however since most of this noise is generated on
the outside of the tread, the foam has only a small effect.  It does not
affect ride.
