Well, we've had streetcar tracks in cities for well over a hundred years. There are lots of places where railroad tracks run right along highways. There are many places with dedicated lanes for trucks or buses; they've often created them by taking over lanes or shoulders that were already there. So I think if there was a will to do it, it could be done. The problems aren't with engineering; they are with people.

A few people have talked about disappearance of rails. That is true in
urban areas but the intercity rails seem to be largely intact and
heavily used. What is disappearing is passenger service. But that's
another topic.

What rails are left are indeed heavily used. But a great deal of track has been abandoned or allowed to fall into ruin.
