What is currently cheap to implement, is to install a NEMA 6-20 outlet at each of several parking spots like: https://images-na.ssl-images-amazon.com/images/I/41lMtMF8U-L._AC_UL160_SR160,160_.jpg using a weather tight outdoor enclosure (like): http://www.pplmotorhomes.com/parts/rv-power-cords/weatherproof-male-receptacle.jpg But the problem with that is those outlets would be dumb, meaning they would be 'on' providing 208-240VAC 16A to any load plugged into them. That would not be what the host would want, as they would like to data-log who is plugging in (to bill them the kWh's used), know how long the plugin was plugged in, and know which plugins are jockeying around to use a EV charging space (so they would know if they need to install more outlets, etc.). In other words, the host wants to know what is going on and who to bill, same as they can do with the current more costly j1772 EVSE (i.e.: coulomb/chargepoint EVSE, or its EVSE competitors that offer such data logging, etc. *Business Opportunity Alert Now, if there was a smart (power box) product available off the shelf, that would not provide power until it knew the ID of the plugin (a unique ID for each plugin), that is plugging in to an outlet (something liken to the plugin wifi or bluetooth handshaking/being-interrogated). Perhaps the plugin's vin could be encrypted and sent so the host would know who to bill according to who owns the plugin (as in billing the owner's address). If a different driver abusively unplugged the 1st driver to not have to wait for the 1st to finish charging, the billing would know to stop the charges to the 1st, and bill the 2nd for their use, etc. Software could easily allow the owner at that complex to setup an account, so the driver could manage their plugin use (specify max power as they have a 200+mi EV, or only charge at L1 since they have a pih or do not need much of a charge, etc.). But (as far as I know), right now, there is no plugin vehicle ID method in place that could be sent along the unpowered AC line to said (power box) product. Use of that box would make L2 charging a whole lot cheaper for the host to install, implement, and possibly, and lot cheaper to use existing available power (would not need to spend money to add more AC power lines/breaker-boxes, etc.). That smart power use box would allow the power not used by plugins drawing less charging power (at the end of their charge), to increase the shared AC power going to other plugins (smart use of limited AC power: those plugins charging at L1 could be bumped up to charge at L2-3kW, etc.). Sadly (as far as I know), there is no plugin vehicle ID method that would do the above, so that makes my idea just another item to be added to the EV-driver's wish-list (another of brucedp's pipe-dreams?).
