You're still going to have to get the construction past the local permitting and inspection requirements, and the setup you describe is going to set off alarm bells six ways from Sunday. And, if it becomes popular enough to show up on the radar of the utility companies, they'll just charge _everybody_ a $75 / month "grid maintenance fee," and get it past the public by cutting per-kWh rates in half such that "nobody" actually pays more per month than they do today.
