I do agree that there is a fixed cost I should have to pay for using the grid for storage. But it is easy to compute: - My fair share of the distribution cost for grid maintenance - MINUS the reduced peak load on the distribution system offsetting grid demand - MINUS the net 10-to-1 generation benefit during summer peak In most cases, the result is that the benefits to the utility are more than the distribution costs and so many states call it a NET wash. Even in conservative Arizona, they have added $5 a month to solar customers. Big deal.
