Years ago Solectria found that by leveling the load on a lead battery, reducing its peak current requirements, supercaps / ultracaps could improve an EV's range. OTOH you can say this about any strategy that improves EV efficiency. It's usually cheaper to throw more stored battery energy at the problem. But think about it this way : a lot of us would sneer at an automaker that didn't bother trying to improve their ICEVs' mpg, but instead bolted in a larger gas tank.
