As I recalled watching a report on Euronews on street children in St.Petersburg.
It broke my heart to see them living in the abandoned buildings when the temperature was below 15 degrees Celsius...They had only one decent meal a day or were able to take a shower if a charity van came by once a day... If they can't get any nutrition which is essential,we can't talk about education at all!!! So you are very right about P.E. being compulsory if they are lucky enough to go to school.
