No, the count value at glitch is changing, at list last bits, it has value: BIN 00000011 00000000 xxxxxxxx xxxxxxxx. It seems the counter is not reset, because after the glitch the value does not jump to 0 and stays there, but continues to gradually fall/rise from value before the glitch.
