I'll bet this is the classic keyboard jog problem we've had for the entire life of EMC. Occasionally it loses key up messages, especially if several keys are pressed by accident. Now that I have a really NICE jog dial (thanks, John!) I only use the jog jeys when I want constant feed rate, when manually machining a one-off, but I still occasionally have it keep on moving. Just hitting the jog key and releasing usually clears it. But, any user with a 3 m/min machine should have a hardware E-stop system, and also get used to hitting the Esc key whenever something is not right.
