I agree with John’s comment. I will add that standard writing panels (committees) should use their vocabulary with intelligence. Any ambiguous terms should be defined somewhere in part one of IEC 61850. I don’t have a copy, and the IEC preview doesn’t help.
I will hazard a guess that in this context, the adjective “intelligent” means a power supply that is able to communication over a network for the exchange of data and for remote control or configuration.
