I would prefer a split along different lines... A core Org mailing list (including Dev posts) and a separate Org-Babel mailing list. It appears that a solid majority of the posts in the current mailing list are Babel-related, and this is a very distinct subset of functionality that could easily and cleanly be split into its own list.
