I visited site yesterday. Updated some devices to 18.4. Archived an extremely large amount of email into subfolders (back to 2010!) and then we retested everything. Refreshing was slow on 18.4, but it is interacting with the server while the interface looks hung. It is certainly extremely difficult to replicate the hanging behavior after the above changes and updates were installed.
As belt + braces I installed Gmail app on each device, added the same account there and turned off notifications. So if the iOS Mail app is playing up they can still work.
