As has been told to me, what is being discontinued is the ability to obtain an 
independent APN certificate for non-Apple devices/services, at least without 
striking a deal with Apple itself.
 
MacOS Server is (was) the only legal way of obtaining and using an APN 
certificate in the Dovecot use-case.
 
I believe the endpoint you posted is for obtaining APN certs for Apple devices. 
 You cannot legally use that in a mail server scenario.
