Is that based on non-compression of the video stream?

compression in hardware by the camera.

seems to cover your issue, not being able to control Skype's camera
resolution resulting in video lag, and at one point a "Staff Moderator"
takes interest.  All Mac OS X, but it suggests more a Skype issue than
Linux?
