Is that based on non-compression of the video stream? https://en.wikipedia.org/wiki/USB_video_device_class supports compression in hardware by the camera. http://community.skype.com/t5/Mac/Video-delay-since-installing-Mavericks/td-p/2899703 seems to cover your issue, not being able to control Skype's camera resolution resulting in video lag, and at one point a "Staff Moderator" takes interest. All Mac OS X, but it suggests more a Skype issue than Linux?
