Well the news is not brilliant.  Calling my mother a few minutes ago, the 
packet loss varied between 0% and 60%.  Unlike with the high res Logitech 
camera, the connection stayed up, but the latency was sufficient to cause 
enough 
stuttering to make the audio unintelligible to her, especially since the audio 
was degraded too.  As before, if I turn the video off the sound improves, but 
then Mum can't lip-read.

So I have to hope that the Tox crew get their bug-fixes in, Skype gets updated 
or wait until we get super-wide broadband here.  Unfortunately we are likely 
to be amongst the last in the country to get it (currently forecast for 
mid-2016), so I'm not holding my breath for a solution in that department.  
Also, I don't expect that Microsoft will provide a new version of Skype for 
Linux for at least a year or two (based on past performance).

So I bought a new webcam for nothing really, although it did confirm my theory 
as to why Skype was having problems.  It would seem that whatever Skype is 
doing with the video, it isn't performing any kind of compression on it, 
whereas it certainly used to work well even with my high res camera.
