It occurs to me that given Andrew's draft which is being discussed on another thread, draft-sullivan-dns-class-useless, it might be worth anticipating whether an NXDOMAIN for class=X should also result in an NXDOMAIN answer for the same name with class Y, where Y != X. In practice I don't think DNS caches will forward such queries by default, so this may not be an important question to answer, but perhaps it should be included nevertheless?
