They are country-code TLDs because they use the country codes from ISO 3166. "Country codes" is the title of part 1 of ISO 3166. http://www.iso.org/iso/country_codes.htm
There are also the IDN ccTLDs which do not use country codes but which are allocated based on the ISO 3166 eligibility criteria.
