At the risk of repeating an unpopular opinion, what’s the purpose of the standards? Is it to record the way in which the Internet is working (code before words) or to mandate a particular way of operating (words before code)? In recent years I’ve seen much more talk on DNS (industry) operations in DNS-OARC than inside the IETF. One can ask - what makes something worthy of standards track (as opposed to informational)? Depending on that criteria, the likelihood of the IETF standardizing client-subnet can be debated, but I have never seen such criteria. And "not seeing it" might be because I haven’t looked hard enough.
