I have ask for clarity: What do you consider “best current practices”?

…and...What do you call a situation in which major players in the industry want 
to interoperate but do not want to illegally collude?  Bugs and unintended 
consequences aside, what would you call documenting a business arrangement that 
anyone can be party to if they desire?
