       (lowercase y with diaeresis), ij and Y, IJ are identical.

Your mileage varies.  They are sometimes condidered identical,
sometimes they aren't. The Dutch alphabet has a variable number of
characters depending the (edition of the) dictionary or (telephone)
directory you consult. Some heap them together, some don't at all,
some do some.  It makes playing word games such as creating a
"panzin" (make the shortest sentence using all available characters)(*)
a challenge.  Probably comparable to the problem of establishing
the number of angels which might be dancing on a pin while herds
of camels goes through the pin-hole (or not).

Since there are no language contexts in DNS at all, so the squabbling
about these things is completely irrelevant for this list.
