Daniel asserted that such a council existed, and that he endorsed elections to that council. The entire Fellowship is an organisation that Daniel created, and whose website he currently hosts, so I see no reason to believe that he is not entitled to have created a structure to manage those resources. Whether these resources have any meaningful wider support or influence is a separate discussion - I understand the argument that the current organisation has failed to demonstrate legitimacy, and seek to rectify that.
