It's a good question.   Here's my take...

System administration is divided in to OS-dependent and OS-independent 
components.  I think specialising in an OS family is realistic as it is 
central to the work of a sysadmin but the OS-independent components should 
be well understood by all.  So what's OS-independent?

* Network design
* Understanding of network protocols (theory & practice)
* General security principals

This list is far from exhaustive.  It's late here and even if it wasn't I 
wouldn't try to do an exhaustive list :)
