I had the same kind of problem when I was managing a team at a college. I found that, once I developed a good screening process, I was able to find an occasional "diamond in the rough", somebody without the experience to pull a large salary and with enough drive and potential that I could train them up relatively quickly. There were bad hires and most of the good ones went on to get high-paid positions after a few years. Even so, I was able to keep costs down and contribute to the talent pool. A win-win for me.
Be clear about what you want in the job description, including salary. The more clear you are the more likely you are to get the candidate you want and you will get fewer uninteresting/uninterested candidates.
