Kyle Keen does GR+friends packaging for Arch/ALARM, and may have some
insights. 

I've never tried to run build-gnuradio on ARM platforms, because the
flags required vary from platform to platform, and not that many
beginners are doing this for ARM platforms.  YMMV, etc, etc.
