_Especially_ with the "unlisted file in buildroot" check rpmbuild has
had for, like, a decade now, it's really pretty much busywork. RPM
knows what's there and wants it all included or all removed. The only
useful function what people are describing here: "alert packager that
something has changed and force action", and there's _definitely_
better ways to do that.
