Probably. But there are many options how to do conditionalization, so I'm just providing a basic approach that works cleanly in F42, which is something that I can reasonably do myself. The maintainers can use that as a starting point and adjust to their preferences if they wish. (FWIW, I don't think such conditionalization would be terribly useful. The approach with %sysusers_create_compat was cumbersome so I think it's fine to leave older branches as they were.)
