Precisely. Who knows the package best? The packagers. If so why there is someone else to decide (karma, the system, whoever)? This is insane. The one with most info shall decide, simple. It's like voting that the Sun rise twice a day. If the maintainter makes mistake after mistake, esp. with an important package, and everyone suffer, well just make him pay.
