My theory is that the notion of adding new podling committers has evolved and that at some point the infra tool and secretary tool diverged. Some time mid 2010s.
I don't know how hard it would be to change workbench to use the same format as infra tool, but it would save a bit of back-and-forth with secretary, PPMC, and committer.
