Agreed it would be fine to display such messages to PMC members.
However NOTICE messages are not always copied to the PMC (most are, but a few
are not).
Would it be worth sending an automatic NAK if that is the case?
Apart from anything else, it can make it harder to be certain of which PMC is
proposing the invite.
