Note that NOTICE mails are sometimes sent before the availid has been created.
Also, I'm not sure that PMC members who are not ASF members or chairs should
have access to board messages.
PMC membership does not grant karma to the board list, and not all NOTICE
messages are copied to both.
It's possible that a message could be mis-categorised as a NOTICE message and
accidentally revealed to someone who normally does not have karma.
Initially, I think only ASF members and PMC chairs should be able to see the
messages.
If a message is mis-categorised, it does not matter because the chairs should
have access anyway.
If the message has been copied to the PMC list, then potentially ordinary PMC
members could see these as well.
I'm not sure that ordinary PMC members should ever have access to board-only
messages, even if they look like NOTICEs.
