We have considered it several times, it has been suggested before and has
been offered to us by Atlassian.

It is a 'not at this time' answer from Infra.

I was wondering if ASF Infra had considered using something like Stash from
Atlassian. It's the Enterprise version of BitBucket. Since we get JIRA for
free, perhaps we could get this for free as well?

The web interface would be nice for people who want to use the pull request
model as well. We seem to get a lot of those from GitHub but there is a bit
of a disconnect with our regular workflow there as we can't even log in to
close the pull requests.
