They do.  You can set up stash to use your JIRA server for users and
groups, and you can just set up group ACLs when you add user karma to
JIRA.  I use and administrate stash @work, and while I don't feel that I
know asf-infra well enough to make an intelligent for or against
thought, I can tell you that much (or more, if asked :))
