Not offering a point of view on Stash (from what little I've seen of it, it
looks decent), but to offer a solution to the github pull request issue: if
the user 'apache' on github is an organization, it's relatively easy to add
users to an organization and give them access to only certain projects. The
biggest issue I could see is additional administrative overhead when giving
someone access to a project, but this would probably apply to stash also
unless Atlassian provides a centralized user management framework (i.e. if
you have Jira access, you have Stash also).
