I was wondering if ASF Infra had considered using something like Stash from Atlassian. It's the Enterprise version of BitBucket. Since we get JIRA for free, perhaps we could get this for free as well?

We seem to get a lot of those from GitHub but there is a bit of a disconnect with our regular workflow there as we can't even log in to close the pull requests. Thoughts? Thanks.
